Cease Fire
Captain Archer has to negotiate a peace between the Vulcans and the Andorians. The two groups are fighting over a small planet which the Andorians first claimed. The Andorians name for it Weytahn, the Vulcan name is Paan Mokar. The catch is that the planet is close to Vulcan space. The Vulcans have controlled the planet for about 100 years but the Andorians have decided they have had enough and are back to claim the planet for their own.
The leader of the Andorians is Shran who previously appeared in 1.07 (The Andorian Incident) and 1.15 (Shadows of P'Jem). He is the one who requests Captain Archer. He trusts him because Archer didn't side with the Vulcans when they first met.
Soval, the leader of the Vulcans, previously appeared in 1.01 (Broken Bow), 1.15 (Shadows of P'Jem), and 2.01 (Shockwave, Part 2). In those episodes he seemed like a generic Vulcan bigwig. In this episode some details are revealed about his past. He also plays a bigger part than he has in the past and travels to the surface of the planet with Archer and T'Pol. He is supposed to be there to represent the Vulcan side of the disagreement but he almost gets killed by Shran's lieutenant who disapproves of his willingness to negotiate.
This episode follows a predictable pattern although something about it doesn't scan. Maybe it isn't the episode as a whole. Maybe it is just Shran. He seems to bend this way and that. He doesn't want to give up any ground to the Vulcans but then he allows himself to be talked into hashing it out, by Captain Archer. This is a decent episode but not a great one.
