Xavier Quinn (Washington) is the chief of police in a resort town in Jamaica. A wealthy man is killed at the big beachfront hotel. The prime suspect is Maubee (Townsend), a petty criminal who is also Quinn's friend. There is no real evidence to connect Maubee to the crime. The white luxury hotel owner is convinced that Maubee is responsible and the governor seems happy enough to go along and gets angry at Quinn when he tries to follow proper procedure. One of his only clues is the mention of a $10,000 bill. A couple of hired killers come to town and interfere with Quinn's investigation.
I didn't love this movie but it wasn't awful either. It has its moments but they don't all fit together very well.
