Two convicts, Piper (Laurence Fishburne) and Dodge (Stephen Baldwin), escape from a prison road work gang and make their way to Atlanta, GA. They are pursued by a US Marshall Pat Schiller and local or state police detective Matthew Gibson (Will Patton). 

Dodge has just 9 months to go on his prison sentence. He convinces Piper to stick with him (after they get free from the handcuffs that keep them shackled together) by offering him a piece of the money he stole. They don't know it but quickly discover that the Cuban mafia has sent Rico Santiago, a hitman after Dodge.

They get free from the handcuffs with some help from Cora, whose car they jump into while running from the police. She later helps them get through security at the Georgia Dome by pretending to be going into labor.

US Marshall Schiller changes sides and cuts a deal with the Cubans. Detective Gibson picks up on the switch and warns Dodge and Piper just in time for them to avoid getting killed by Santiago and Schiller.

Thoughts 

There are other characters and plot twists that I didn't bother to mention.

This isn't a great movie but I think it is better than the consensus ratings it has received online. It was fun to watch. I rolled by eyes a number of times but it kept my interest.

Notes

It has been a few years since I last saw Laurence Fishburne in a movie but I have seen him in over a dozen films. I think the last one I watched was Deep Cover (1992).

I've seen Stephen Baldwin in a few other films, most notably I recall seeing him in The Usual Suspects (1995) and Threesome (1994).

I've seen Will Patton in at least five other films I have watched. The only two that I have watched in recent years are After Hours (1985) and Desperately Seeking Susan (1985).

There are a few other actors in the cast who looked familiar but the only other one I recognized was Salma Hayek. 

Kevin Hooks directed a couple other movies I have seen including Strictly Business (1991). He also directed an episode of The Orville that I watched, 2.02 Primal Urges.
